And the best part... they'll still probably GIVE him the pardon and then make it moot when they drop information that he's not covered by the pardon. See how this goes? That's my bet anyway. Then the government can't give and rescind pardons, the process will be more heavily scrutinized AND the ones abusing the pardon system are still going to be held accountable for their conspiracies beyond the scope of the padons.
