To donate to food banks to feed those on the program who can’t get food. Am I right to assume once funding is unblocked recipients will get “ back pay” to the date it was frozen? Is this how it works?

Yes, it's retroactive.
I figured as much, so their intent is to continue to strain the taxpayers in yet another way financially and to socially guilt them if they “don’t” donate. Same game as the vax… do it to help your fellow neighbor.
I give nothing. Most food banks are over run with homeless junkies.
Pretty much fren...if there's an opportunity to screw working people or anybody else... Working people get the cold end of the stick every time. We're too busy being productive to break off and throw them the beating they truly deserve.

IMO we should be feeding the hungry via donations to food pantries or to those neighbors we see struggling personally. Snap will always create a dependent population.
Sure if we only allowed fresh fruits, vegetables, milk & raw meats to be purchased with those funds that would stop lining the pockets of special interest groups (big food/processed food orgs) & decrease their incentive to push for so many to be on those stamps. Though I can't imagine we ever go back to that.
My father once told me originally food stamps were stamps used to trade for fresh produce that was not "pretty" enough for store shelves, though just as nutritious (misshapen potatoes, gnarly carrots, unsymetrical apples, etc...)
Ultimately IF legally there was a way to stop SNAP, democrats got the blame for it being removed & then Republicans swept in to offer the original intent again, that would be the only real way I could see this going back. Again, the best solution is Americans voluntarily giving to good pantries & neighbors in need on a permanent basis.
