Perhaps you live in the wrong part of the country. My property taxes aren't that much, less than $100 a month, and haven't changed significantly in the nearly 30 years I've lived in this house. They pay for local streets, roads, and law enforcement. Our streets and roads are in good repair. I've not seen any "grandiose" local projects in my area ever.
Then you're not subject to the school systems demand for more money through the revenue office using the Ad Valorem taxing system.
Count yourself lucky.
My council was in the black until 2022, and is now panicking, raising rates, and still spending on vanity projects. I don't intend to move, because it's my home. But there is a rising damp, shall we say, in the community...
My position got overrun over the years. Now I am paying $600 a month. And another $140 a month for HOA. They actually violate the law on property taxes, but there’s no enforcement. They just decide how much they want this year and run it through an algorithm to divide it up.

Yes, it there is variation in reponsibilites between councils, for example in the UK, some councils also run social worker units.
