Keep in mind that 1 Thessalonians was written around A.D. 49-51. At that time the temple was still standing in Jerusalem. It would be destroyed in A.D. 70 by the Roman Army. So 1 Thess 5:3 could have been fulfilled in A.D. 70 with the destruction of the Temple.
The destruction of the Temple marked the end of the Old Covenant sacrificial system.
