Cape Town hired a World Bank person to 'help' with their municipal councils. She immediately merged seven councils together, and then proceeded to fire 7000 out of 21000 employees. Noice. Not only that, the people who were fired, were White, and qualified as, for example, engineers. This was not entirely her own doing, there was a political will to rid the country of Whites working at all. Many employees walked because the black man who was the replacement was incompetent, and they refused to work under such conditions.
Furthemore, it is very difficult to merge councils: many such project fail (I believe that the failure rate of council 'mergers' is very high - over 90% - but do check that fact, if you want to).
But, that was not the only idiotic thing that this woman did. (Don't get me started on Transformational Management). She also brought in a new accounting system: Accrual Output Based Budgeting (AOBB), the implementation of which she cooked up for Cape Town, with a bunch of 'advisors' over ten months - behind closed doors. AOBB was sold as promising, because it could act as an “information hub,” (Her words to the auditor), helping departments 'understand' the cost-effectiveness of their purchases. However, its complexity—especially when factoring in capital and replacement charges—risked distorting cost structures and leading to misleading comparisons with private sector benchmarks. This would have raised budgets with illusory expenses, and increased rates.
The Commission cautioned that without proper infrastructure and understanding, AOBB could result in imagined savings and inappropriate spending decisions, undermining its goal of improving efficiency.
the result would be a large surge in capital expenditure which would have undesirable fiscal policy consequences ... More about that here.
Can you imagine the chaos for accountants who are used to just track accounts using basic income from ratepayers and council's expenses? Now, they are supposed to write essays about how, in future, a machine will be replaced for X money, and therefore must be 'factored' in? (How do you even do that, just saying - how do you account for inflation, when it fluctuates as wildly as it has recently? Use a percentage? What percentage? What if the machine stops being made, and you have to buy a different one? Meanwhile, the truly fuzzy nature of such logic will cook the books (and lay open the opportunity to commit fraud) - as pointed out by many academics).
