You are talking about storm sewers. Watering your yard and garden that would include rain, that goes down the storm sewers. The other sewer is the expensive stuff, carrying the waste of every toilet, are the waste sewers. We are not charged for storm sewers not here anyway. We are charged for any water that we turn on that goes down the drain... Not the grass or the curb.
