The Registrar of Voters in each county actually has to use this system. What is the percentage of blue counties that will check for legality? Probably 0%.
The system may be in place, but it requires the registrars offices to use it. Unless it is mandated, what is the likelihood of blue states or counties actually checking? However, I am glad to see something that can help clean the voter rolls.
