It was whole developed bases and training compounds, computers and files, tracking and surveillance hardware, and printed Standard Operating Procedures (SOPs) on everything from hand held and shoulder fired weapons systems to artillery, aircraft, vehicles and vehicle maintenance, passport printing, and human biometrics hardware including facial recognition, fingerprint, palm print, foot print, and eye scanners, too. Detailed files printed in multiple languages for these shitheads because we were training "Afghanis" who spoke or were fluent in multiple different languages other than English, Farsi, or Arabic. Oh, and there were a lot of foreign partners that went back over to the Taliban/AQ to avoid persecution and death sentences. The Taliban gave clemency to anyone willing to side with them that were knowledgeable in our tactics and systems to help train them in our war fighting ways.
Estimated total cost of everything comes close to or exceeds $10 Billion USD. This cost also includes the hardware and software other partner forces like Britain, France, and Germany left behind, too.
We also left more than enough cash in multiple currencies behind. So much, in fact, that the Taliban/AQ leaders are still giving stuff away to various other Islamist groups that send fighters to Afghanistan for training.
This report also fails to mention the weekly payments to the Taliban/AQ in the form of "aid," that so far Congress has yet to end. These people in the State Dept and Congress who believe that money isn't going straight to Hamza bin Laden and the Taliban are out and out idiots. If that money isn't going straight to them, how else could they afford to be giving away this stuff we left behind. They're literally giving it away to ISIS, IS-KP, all Shaban, and any other group who asks for assistance.
