If the governor used the election cheat to get into office, and she was convicted for trying to audit the election to detect the cheat, he would have to admit to severe crimes to pardon her, and as she’s imprisoned, it seems likely that he wishes to cover those crimes up.
As the election would be riggable in Colorado, there is no republican form of government in the state. The president, using the authority of the federal government, can step in and ensure that there is a federal form of government, but the people, both of the state and country, would need to want that to happen.
