I'm not entirely sure about this take, I think it's possibly incomplete because it view Maduro and the Venezuelan narco-regime as the same entity and I think there is evidence that they are not.

However, Venezuela's bulk regime is a cartel-aligned criminal organisation similar in concept to Ukraine's. I think Maduro himself has a different agenda from most of the regime and he can be pressured or has been pressured to work with the white hats. It's not that Maduro is the problem, he has been given a path to step down. The whole of the Venezuelan narco-government is the problem. I guess that is why the US moves to starve their income.
