His thing is an "independent" agency within the executive branch called CIGIE (Council of the Inspectors General on Integrity and Efficiency) that oversees inspectors general, that subverts presidential authority at will. Basically they're supposed to be DOGE but in reality they're cover for anti-DOGE especially within DOJ. Interestingly that agency was created by legislation written by Chuck Grassley during Bush II's 2nd term just before Obama.
