No no, I used to read Spy Vs Spy in 90s, but never knew when it started and origin date of things is a strong indicator of what the op is about. This one didn't disappoint.
The white hat has a bomb that is on a timer set to go off later at the proper time. The black hat a bimb on a short fuse that will go off first. Probably in his own hand.

Mad was a parody of Mutually Assured Destruction
Jan 1961 was when JFK was inaugurated.
I know the spy vs spy is different than the ghost in the machine, but using cartoons for propaganda seems to be a common thread for many decades.
