Guys.... the moon has month-long days. So it's only going to be easy to cool for 15 days, and the other 15 it's going to melt.
The solution is build them on the poles where there is plenty of water or underground, where the lack of air pretty much attenuates all radiation instantly.

The Temperature being so cool will reduce the water cooling.
The Darkside of the moon will essentially be the nearest we can thus far achieve to Absolute Zero naturally without direct human intervention
