This is not exactly correct about the Swiss, and we should stop making it about the guns. It's the education.
Their young men are trained in the use of weapons because of their compulsory military service. Permits are required to own guns, training is required to gain a permit, and people are discouraged from carrying unless there is a specific reason why they need to.

Basically, they treat the weapon as a tool and promote a culture of education surrounding the use of the tool.

Yes, that's an interesting paradox, I quite agree. Their method has created a culture of understanding the usage of weapons, but at what cost to their citizens' freedoms?
We have (in theory, anyway) the right to bear arms, but the freedom not to educate ourselves on those weapons. It would be fascinating if we could create that same culture of education and training on weapons the Swiss have without the compulsory portion.
