If he had used the military first, people would have cried that he could have used the unarmed NG. So he used the unarmed NG to show that in some cases he has to use the military. For those who will see he tried a less confrotational solution, but is now prohibited by the Supreme Court, they will understand, & might actually support him. For the never trumpers, they will complain he needs to be impeached.
