They aren't civilians, they have been deemed enemy combatants which makes them eligible for a military tribunal. Remember when Senator Lindsay Graham and Judge Kavanagh had that conversation about that specific legal situation, during Kavanagh's confirmation hearing in 2018? Everything white hats are doing is 100 legal, we aren't the deep state.
But if it’s secret - it doesn’t prevent future crimes.
That’s why this theory doesn’t make sense.
This could be done without Q operation at all. All secret, no one knows anything.
The Q has exposed the crimes. Without real / public justice - it would only undermine the whole justice system.
