No I don't think he knows everything. No one can. He's relying on people to be able to do things he needs done. She isnt doing the things needing doing.
No of course HE doesn't know everything, but remember, this is a military operation. He has the NSA, Space Force, Military intelligence etc who can look into who he chooses as a candidate for a role. They are briefing him on it, in fact, I would even go so far to say he is taking ALL orders from the military that set this plan in place.
