Well it's a good thing that Israel doesn't enforce religious orthodoxy on its citizens (the way gaza does). In fact Muslims, Christians and everybody else all enjoy the same freedoms. A Catholic cannot be Canada's Head of State, but a Muslim can be Israel's:
"The State of Israel … will foster the development of the country for the benefit of all its inhabitants; it will be based on freedom, justice and peace as envisaged by the prophets of Israel; it will ensure complete equality of social and political rights to all its inhabitants irrespective of religion, race or sex; it will guarantee freedom of religion, conscience, language, education and culture."
They mean every Israeli has an equal sociopolitical right to become Jewish and qualify for aliyah rights. I guess aliyah rights are not sociopolitical then, but I'm not sure of the exact pilpul used to explain that given the Israeli Constitution.
