Just get rid of the whole tax and spend model and have people pay fees in proportion to government services received, similar to the way you pay your electric bill.
Government management of natural monopolies requires strict oversight, just as utility providers need strict accounting now. In abstract service industries the government wouldn’t be able to compete without the flow of stolen and redistributed money. Free people would voluntarily pay the fees to the competitors of the government, and the government would have to shrink.
