In other words, maybe these kids were living with Aunt Tia or whoever and the paperwork was not filed and they had been lost to the system but otherwise not like in a dungeon just like living with their extended family in east La or wherever. And now DHS has “located” them meaning they have the proper paperwork on file and “know” where they are.
