LOL, that's NOT PPE, it isn't on him to Protect him....
He's literally Blindfolded, and made so he cannot hear what's being said, the water is a courtesy, we, American Military, are not Barbarians nor are we Savages, so he might be holding a Sausage, or maybe a stick of Dynamite, or just a Flare, some things are just ""funny for the Picture""....
