It seems too simplistic to view all countries as either 'good or bad'.

100% correct.

Based on the information from the Intelligence memo, we still cannot know too much about what Maduro is or was doing, etc. But it is useful input, and can probably help one to put some of the pieces of the puzzle together. But conjecture is always conjecture.
