Going back to the “they’re not rolling unless they know they will get the shot”, here’s another example of unwasted production value (or so they thought), and that would be the only Trump rally that CNN covered in Butler, PA, when he was shot.
How does that translate here? While I won’t claim that there’s a hidden meaning here (although I do like your tick-tock theory and think you are onto something, i’m a trust but verify kinda guy, sorry), I can undoubtably say that this was both intentionally placed and not an accident.
On top of that, when it comes to tech, these things are usually Quality Assurance tested before the public ever sees it as well. So I am almost positive at some point a tester or an entry level dev looked at it, and brought it up as a bug during development.

The page was created using WordPress, and that div has a className of jitter placed onto it which produces the jittery behavior that you see.
