Minneapolis police have withdrawn.

Walz is threatening to activate the national guard against ICE.

Walz also said it's a patriotic duty to protest ICE.

The Insurrection Act is coming, isn't it.

My bet is on Trump turning the tables on Walz.

In practice, if a governor tried to use the Guard against ICE:

The President could quickly federalize those units, removing them from state control and reversing the governor's orders.

Courts would almost certainly strike down such a deployment as unconstitutional under the Supremacy Clause.
