Look at a red/blue map. The only blue areas are mostly centered around big cities. Cities in every state. Surrounding a specific state will only punish the red conservatives unfairly. Locking down the cities makes more sense.

I agree, however 'Trucking' (food) would impossible to shut down on every road to LA, NY, MN, Chicago etc. But State crossings on I-40 and I-44 etc. could happen in ONE Day.
