Yes, but since the crime was a 'state crime' the 10th Amendment requires the governor to approve, as well.
It’s my understanding that even though she was charged with a “state crime” she was working on behalf of the federal govt so they weren’t supposed to charge her for a state crime. It’s all BS to keep her quiet.
