Also: Note that this time, they break the window, and drag the passenger out. It may seem rough to some, but: What if they had seen his face before? And, if one is going to draw comparisons: the passenger was the main egger-on-er in the other case.

So, we see a development of strategy:

Go round to the passenger-side, and disable the megaphone in the ear of the driver. Carry a window-breaker, so that the extraction is fast and efficient. Once that guy is out and being arrested, the driver is confused and prolly scared - arrest him as well. Move car, Get out of there.
