That is a good thread, and seems to imply that the cyber tool will be used to interrupt communications between sleeper cells, while leaving critical network traffic (911 and CC payments) unaffected - and that is the functionality that was tested during today's outage. Is that correct?

IMO, North Korea.
After countless hours researching this the past few years, I believe there is going to be a nuclear explosion on the Korean peninsula, and within the following 10 days or thereabouts, a massive solar flare OR slight dimming of the Sun that turns it and the skies RED in OCTOBER.
Then a few days later once the 10 days are done, darkness.
And after that darkness, when the LIGHT returns, "A new heaven and a new earth" is born.
