Would it violate some Geneva Convention rule or something if that stuff also had a little bit of aerosolized tranquilizer in it? I mean, if not something that drops the crowd near instantly for a short time, maybe something that makes them drowsy and thus potentially less aggressive?
I'm just spitballing here, though it would be kind of satisfying to see these crowds, especially the violent ones, just kinda fall asleep. Imagine they show up to start something, gas is dispersed and they go down, ICE finishes up, and they wake up wondering where ICE went lol.

To hell with a tranquilizer, put some sterilizing agent in the gas so they can't reproduce!
