They can make colder

They move water around by manipulating pressure systems. They spray particulates that can nucleate water vapor, actin as magnets to make vapor into droplets (ie: precipitation); and they can also emit particulates that are Microwave responsive, which can then 'grab air and move it', and they can "push" remarkable volumes of air into greater or lesser density

and when you create areas of low density, the heat is dispersed because there's nothing to hold it (water -> high specific heat capacity), so it disperses, meaning the area is cooled, and that causes condensation, which then causes precipitation

Usually low pressure systems are associated with precipitation

So they can move water by steering air; and they can make water go down

This is how they are stealing water from the rest of the planet also, by creating floods

THere are oceans and oceans of water in the sky

The barium in them takes apart water molecules, combines with hydroxyl groups, and keeps it from raining.
