He's referring to climate change extremists, who are now insurrecting in the country. He's highlighting that climate change is false because we're having cold weather.

It's very clear that we're getting more extreme weather more often than in the past, esp wrt tornadoes and hurricanes; and the 2014 polar vortex is a true one in a thousand yr anomalies. Google "RRR" ridiculously resilient ridge. It was a blob of weird weather off the south coast of alaska, west coast of washington that stayed in an unusual counter cyclone pattern for over 2.5 YRS and was responsible for starting the polar vortex and it seems it created 'echoes' for years to come

I believe ths was created by Obama's weather machine and the purpose of it was to create a polar vortex on purpose; as both a warning to the world of our capabilities but also to "jump start" the stalled "loop current" in the Gulf of
MexicoAmerica; a STALL that was DIRECTLY CAUSED by the use of COREXIT to "HIDE" the mistake of British Petroleum "Deepwater horizon"; and in so doing changed the density of the water there and interrupted the natural thermocline thermal pumping and cycling of water into and out of the gulf of america. The emulsion created by lighter portions of the petroleum and corexit fundamentally and disasterously changed the fluid dynamics of that area and that is why it stalled. All of this is known and documented. The only thing not documented is the CONNECTION between the RRR and the Stalling (and later resuming of_) the gulf of mexico thermocyclingAnd the resuming was a DIRECT result of the polar vortex driving the jet stream downward into that area and literally moving the water again in a circle
one can only come to one of 2 conclusions: people created the RRR to resume the natural pattern of the earth that we interrupted by NOT cleaning up deepwater horizon (which is why we have such extreme weather since 2014);
or 2) the Earth has FAR MORE INTELLIGENCE than we thought, and that manifests as an advanced feedback-control-system, that can emerge anomalous behaviors in exactly the right time and place to cause a return to the status quo.

They spray particulates that can nucleate water vapor, actin as magnets to make vapor into droplets (ie: precipitation); and they can also emit particulates that are Microwave responsive, which can then 'grab air and move it', and they can "push" remarkable volumes of air into greater or lesser density
and when you create areas of low density, the heat is dispersed because there's nothing to hold it (water -> high specific heat capacity), so it disperses, meaning the area is cooled, and that causes condensation, which then causes precipitation
Usually low pressure systems are associated with precipitation
So they can move water by steering air; and they can make water go down
This is how they are stealing water from the rest of the planet also, by creating floods
