Let's think about this like chess. Gubernator Walz has used his power to put the MN National Guard on the board. He has assigned them a duty of being Walmart Greeters for the protestors. Basically, they are doing nothing, but they are on the board and ready for action.

Trump can take control of these Guards when the timing is right.
