It seems like there are two choices

evil
stupid

At some point, we have to grant them agency and stop assuming they’re stupid.

Another option I’ve been able to think of, “hypnotized”, but I’m not sure how to fit it into a decision tree.

There’s also “willing to lie to pursue some self-interest to the detriment of the whole”. That’s evil, but it may be possible to come to some agreement.
