Keep your fence on your own property! I live in Pennsylvania, but not in their county and when I put my fence up, the township asked me to keep my fence back 3 feet from the property line. I did as they asked, and have no issues. I did realize sometime later that if my neighbors want to put a fence in, they have to stay off my property and cannot attach to my fence. Fortunately, neither side has a fence. If I ever upgrade my fence, I will reclaim my 3 feet and put it on the property line.
Shapiro may very well legally own it under the Doctrine of Adverse Possession.
