sadly, yes; It's often been sad that Andrew was her favorite child.

I believe she thought she was protecting the monarchy itself, and therefore the UK, by doing so.

Remember that the late queen was brought up before and during WWII and was very patriotic towards her nation. I believe she thought she was keeping things stable by not going after too many people, even though she may have wanted to.
