Most in Congress are illegitimate/installed and/or corrupt; expecting them to "do the right thing" is like expecting foxes to guard the hen house or expecting inmates to secure the prison. "The right thing" often gets done IN SPITE of Congress' delays, corruption, self-interest and inaction, rather than BECAUSE of its beneficence and duty to serve its constituents' best interests.
