While this technology is fairly recent, and would not have been around during 9/11, the mid air hologram tech does actually exist today. It's scale is currently minuscule. But who in the public really knows what it can be scaled up to these days?
TL:DR: It is based on reflected laser light hitting a tiny trapped dust particle floating in air, and moved around at super fast speeds to produce an illusion of a solid object.
