Even today they still try to hide it here, for fear of prosecution and reputation. There are many countries where the corruption is so blatant that hiding the corruption is seen as cowardly. It's bad here on many levels, and you might be right in terms of absolute dollar amounts embezzled, but in many ways we're much better off in the U.S.A. than most other countries I've observed.
If you travel to a third world country you notice the corruption even at a lower level (ex: maybe a policeman stops you, but could ask for a bribe to let you off?), but here in the US it seems it's at the upper levels that corruption occurs and not necessarily at the lower levels as much or as blatantly, but the level of corruption that has been happening here is just incredulous to believe for many of us.
It seems that the whole world was being enriched off the backs of the hard working American people for decades.
