They seemed to have been spinning up Defense Industries Worldwide slowly over the past few years. A little more funding there. A couple brand new assembly lines for Artillery there. Breaking ground on new explosives facilities etc. Slowly picking up the pace.
The announced timescales also wouldn’t logically make sense if they were legitimately concerned about war with Russia or WW3 popping off soon. As some of them have Timescales of 10-20 years or longer.
