Surely the powers that be have the ability to fly drones over the gathering and drop some kind of non-fatal 'sleep potion' on them. When they all fall unconscious, round them up, put zip ties or duct tape on them and put them on a transport aircraft (you can stack about 400+ in there per plane, I've heard) and fly them back to their place of origin.
BUT! ALL DEPORTED MUST BE QUICKLY PROCESSED AND CATALOGUED TO PREVENT A RE-ENTRY. All must be fingerprinted and 'marked' somehow and put in a database that prevents any future return without detection.
They should all be told that the death penalty awaits them if they try to re-enter.
