Perhaps indeed the WH took over the operation and turned it into a WH operation. Knowing the playbook and all.

But as to the point OP is making: It looks indeed to be Vincent Fusca ....

My understanding is that Trump had/has a regular entourage of people that populated the area behind where he presented and Vincent Fusca ws one of them.
