Bee crazy no more.

Defense Minister Marcelo Salinas said the Hercules C-130 plane was transporting newly printed Bolivian currency when it “landed and veered off the runway”.

Plane was arriving, not leaving. Plane was operated by Bolivian gov't, carrying newly-printed Bolivian cash from the mint. Rumors about flying to Mexico for the cartels are dumb, unless this article is totally false.
