These are the terms for every declared war up to the end of WWll (except WWI was called an armistace). This is who we were before, and it appears who we now are again. Understand this, no war will be entered until the planners can assure "unconditional surrender". This is a much higher bar for "approval", hence a deterrence of all the "engagements" we have seen in recent decades. This also sends a message to all of the potential foes "Do we really want to mess with the USA,?"
Again, this is a deterrent as well. My point is-This is good policy in action. The real USA is BACK!!!
