I hope not. Perhaps it has to do with constructing infrastructure to process their oil? I read that they have oil but it is different and our refineries must be adjusted to process it. Also a lot of their ports are in need of repair to fill tanker cargo ships.
This is true - most of their oil is basically like tar. However they do have one area that has light sweet crude, although I don't know how much they have.
We can process their dirty oil, but if a demon ever gets back into power they would shut it down. It is probably a good idea to help them setup a good refinery now, just in case.
I thought VZ already had refineries to refine their tar crude ... they were shut down due to lack of people with experience running and maintaining them. They may not be a total loss ... just in need of maintenance to bring them back online.
Quite possible - My uncle worked for Shell back in the day and spent a ton of time down there. I'd ask him but he passed a good decade ago (brain tumor).

We do have some refineries that do it already, just not likely that many. I know one such company was mentioned initially but not sure on the capacity
