George w bush did not win either election. Republicans commission the machines in Florida and the statute to allow the cheating. It was cleaned up in 08 when we almost fostered a national bill for any state using electronics for a mandatory 3% audit. That is the New Jersey model.
Florida got its paper back but they only audit one to 2% one week later to certify the vote. That's just theater it's not enough to know if somebody is actually over 50%. 1 to 2% verifies 46 to 48%. The Florida still has work to do like so many other states.

Mandatory audits for any state using electronics to verify 3% of randomly chosen precincts. This would verify 68 to 70% of the vote, you know they won! Yet 3% does not incur local municipalities to hire more staff to do that work. Federal mandates are difficult if they cause monetary spending across the nation for local municipalities. 3% would require no additional staff.
It started scaring everybody and they didn't know where this was coming from as the bill grew legs. They asked where it was coming from? They were told Florida as they have no paper ballot and no receipt. (After the chad fiasco of 2000, Florida went to touch screens against the task force recommendation of the governor. All 15 of 67 FL Democratic counties that have punch cards went to touch screen.) The bill was going to expose everything and fix it. Everyone would be caught.
So they had Governor Charlie Crist, waif boy, give us back our paper ballot through optiscan all other counties used.
He butchered every protection surrounding the paper ballot in our statute! "The state of Florida will certify the electronic totals while the paper ballot is stored for a recount purposes only".
The audit will never show, or let you near a paper ballot.
Debbie Wasserman Schultz lost her primary twice in Florida and her candidate challenged. The first time it didn't work. Second election he ran, he just asked the judge for the right to view the ballots as candidates have that right. Not to change the outcome but just to view the ballots. The judge okayed and gave him an order.
Debbie Wasserman Schultz ran the DNC at the time. She had all the ballots destroyed under the court order. No one did a damn thing! Obama and deep state.
It's been a very long road for me.
