Problem is that like all countries, companies in it will angle thing towards one thing over another.
My country passed a similar law a few years ago but collective transport(buss/ferries etc.) basically decided to stop accepting cash for convenience and security(automated cash lock-boxes would easily deal with this...) and no one seem to be objecting......
