NG activation could potentially be related to the subsequent chaos that would ensue after the reimplementation of the draft.
Now, this is a really big if as it requires several other things to happen between now and then/when. But, it is easy enough to imagine how implementing the draft plays into the movie using game theory.

FF and/or actual terror events occur (anywhere)
Draft implemented. Bigly levels of dissent domestically
NG deployed nationwide
Insert familiar buns/bakes here regarding Q drops and movie speculation regarding MIL activities domestically while the NG DEPLOYED UNDER THE GUISE OF CIVIL UNREST card is played.
Whole lotta if's and but's.... yet still easy enough to envision this scenario playing out due to cause effect. I found the notion interesting FWIW.
