"Migrants" includes legals and illegals. He could be saying the democrat's money-laundering pipeline is so big and ineptly managed that it leaks stolen money to legal migrants too.

Oh it definately does go to the "legal migrants." Every friggen "permanent resident" is in on the Welfare scam. Come to the Hazleton Welfare office and see all the "permanent residents" lining up to DEMAND their benefits.
