Genuine question: does anyone have any theories on why Thune in the Senate and Johnson in the House seem to be largely ineffective?

It's no secret that we can't seem to get a darn thing done, even with a majority in both chambers.

Could it be that Trump wants them to slow roll things for some reason? Are they really just this poor at their jobs? Or is it something else entirely?
