Which one didn't exist - Al Qaeda or CIA? If you are referring to the CIA, it's earliest predecessor did exist.

It went like this: COI, OSS, SSU, CIG, then the CIA.

The CIO was established on 11 July 1941, just under 5 months before Pearl Harbor.
